People are down to drink and go out in any "tier" of Greek life. The main difference is in terms of who hangs out with who. Top houses get respect from all the sororities and have socials with the top ones and their parties are always well attended. Other houses still go out a ton but it is with different groups of girls and their social calendars might be less packed and their parties attendence might be less kappa/gphi/dg and more other girls
