COB vs Spring Recruitment

Here's how it works: any time a chapter has fewer members than Chapter Total, they are allowed to COB (Continuous Open Bidding). They might be 1 member below Chapter Total, or 20 members below Total, it doesn't matter. Now, is it worth it (or, arguably, fair?) for a chapter to participate in a structured, Spring Recruitment if they only have a handful of spots to fill? I'd say no. So, a chapter could know that they will be, say, 3 members under total for spring semester (due to graduation, transfer, drops, etc.), and give out 3 bids pretty much right away when school starts up. It's not really "unfair," because if you weren't on that chapter's radar, there wasn't going to be a spot for you this spring, anyway. You should have done Fall Formal.
