No, quota additions don't have anything to do with whether the house is under or over campus total. Quota additions are women who would not have matched in normal bid matching (i.e. a chapter got to quota before they got to the PNM's name on their chapter's bid list), BUT, if the PNM ranked all the chapters at which she attended Pref (a.k.a. "maximized her options"), then PHA will add the PNM to one of those chapters. Essentially the PNM is rewarded for sticking with the process, and the chapter gets another member who wants to be there. It's a win-win.
