I don't know which sororities emphasize the value of legacy status/recs more than others, but generally all sororities (regardless of tier) are looking for the same thing: Personality, intelligence (remember their other forms of intelligence, like emotional, creative, practical, etc), class (in regards to behavior) and looks. I can't really speak to what the top tier looks for in particular, but I would guess that they probably emphasize an outgoing-nature and physical beauty more than usual.
