Recruitment is tough, you might think you belong in a house but don't get asked back or you only rank houses based on their tier, but what you have to remember is that you are looking for people you'll get along with, people who will be your family and while they might be the "Top Tier House" that doesn't mean that they're the right house for you. Joining a fraternity or sorority where you have nothing in common with the members, and only joined because of their rank might just lead to you dropping. Take notes on the houses you visit, think about the people you met and remember WE HAVE TO BE NICE TO YOU, but if you felt a real connection (even if it is to the "bottom tier house") maybe put the sisterhood or brotherhood above what other people think. And if you don't like it, drop and rerush.
