You heard wrong! Pretty much every fraternity does spring rush, the only one last year that did not is DU and that's cuz they were on probation/could only have a certain number of people in their pledge class. As for how to get involved with it: -There will be tabling where ever fraternity hands out their rush calendars that have the dates of events -Talk to people you know in greek life, they will be able to introduce you to people/tell you when events are Spring Rush is a lot more focused on the friends of the fall pledges. Unconnected people still get bids, but it is a lot harder for them to do so cuz a lot of the spots get filled by friends of new brothers
