I would agree, Fiji and Theta Chi definitely have opportunities for growth and you could still make an impact there. Moving a middle tier fraternity forward is harder than moving any other fraternity forward so if you like a challenge, go for it! If you want to make an easy impact, Psi U would be your best bet. But any really dedicated member could make an impact. With a fraternity so small you need 4-5 people exactly like you or it won't be worth it.
