it boils down to a function of primarily looks but also personality. for example, this site puts gphi and kappa at the top. kappa is hotter, but gphi is viewed as the best house? why? because they attract nice girls. pi phi now gets the quality of girls that alpha phi used to when I was a freshman (I'm a junior). but people say pi phi is sliding because the girls that they are getting have taken the 'pi phi ratchet' thing much too far. tridelt ~theta? both same looking, but tridelts are often socially inept their freshman year and it shows.
