No, if you received a bid during Formal Recruitment (signed your MRABA- the card where you ranked your Pref parties), and then dropped, you are not able to rush until next fall. You should have either a)stuck it out with the chapter from whom you received a bid or b)not listed on your bid card any chapter from whom you would not accept a bid. Better luck next year, but you're kinda screwed. Not many chapters will take a chance on someone who's rerushing, and has already dropped a house once before.
