Snap Bids are only used to get to Quota. They are NEVER used to reach campus total; that is what COB is used for. Quota Additions are the only reason for a house to take more than quota on bid day. Quota Addition placement considers the PNM's top choice house, their place on the bid list, the size of the chapter membership, and other factors. If a house was given a disproportionate number of quota additions it is because they are far more below total than the other houses where those PNM's preffed. It is also possible that a house would immediately offer bids through COB the day after bid day to include them in their new member class.
