Panhel tries to make it so every girl gets into a house. They added another round this year to help with that. If you're only thinking of the popularity aspect, which by the way is completely dumb, there are 5 houses that will get you there even though they aren't all "top" (I'm not aphi but we have to admit that they get to hang out with top frats). Those 5 sororities will each take around 50-60 girls I think so that gives you like a 300/1000 or 30% chance.
