You could still hit the Panhel quota and be under total. In that case, you'd probably want to do spring rush or COB. Everyone hit quota this year and last (except SDT?), so making quota is NOT always a factor in deciding to participate in spring. Besides potentially being under total, people can drop, graduate, transfer...There's a lot of different scenarios. I didn't think APhi would COB last year, but they did. And they did it the majority of the years before that, while still making quota in fall.
