Sig Ep's Balanced Man program is a lie. The Wisconsin chapter is powerful enough that as long as it doesn't really screw up with hazing nationals won't come after them. The BMP exists so that if and when a major chapter screws up and the media tries to judge the whole fraternity by the one chapter, Sig Ep nationals can point a finger at all the lower tier chapters that use the program and say "Hey! We don't haze, this was clearly one renegade group of awful people."
