It's different from chapter to chapter. Some hold open events. Some contact girls who started recruitment, but didn't accept a bid. Others contact the friends/roommates of their fall pledges. PSR has their own fall and winter recruitment process. (As far as I know, it's always open.) They gave out bids before formal recruitment ended. If you're interested in participating in COB, contact the Panhellenic VP of Recruitment. Her email should be easy to find via Google.
