Sorry to interupt your false narrative with some facts, but here you go: Sororities are not kicked off campuses for low recruitment numbers. Their nationals could pull their charter for it but not the school. No one actually wants to see that happen here because it won't help a THING. Sororities ARE kicked off for hazing, drugs, and continuous blackout drinking, and saying a big FU when they are caught and warned, like Theta was. Theta is not doing well nationally right now, they are losing chapters left and right at schools with a huge Greek life for bad hazing and drinking as well as declining membership numbers and desperately trying to colonize at others. If they come back here they are not going to be magically top, the membership would be starting completely over from scratch. As for "over saturated", whatever you are imagining that is, girls drop out of rush and they always will. As long as they set their sites on a few chapters where they THINK they WANT to fit in but DON'T, and disregard other chapters that have amazing beautiful girls in them that actually WANT them, they will drop out because they think they are too good. If all those pnm's that were too good for what they had left would just take the bid where they were wanted and make it work, then all of them would be in amazing sisterhoods and everyone gets lifted up.
