The 2017 NPC rules state you may choose to suicide at formal, and only if you do not receive a bid may you attempt to join via other recruitment events right away. However, if you suicide and receive a bid from that group but decline it, you are not eligible for more recruitment until the next formal recruitment period (which is normally one year in the future).
