The IFC rule was put into place to prevent the guilty from changing fraternities in mass. There is no need for such a rule in the NPC since there's already a rule in place about giving bids to those initiated into other sororities (who are the ones guilty of the actions that caused the chapter to close.) the new members had nothing to do with it so no need to create some new rule to prevent them from moving to another sorority. Basically according to NPC rules it's like they weren't ever in a sorority before. So it's an entirely different situation.
