No NPC sorority can take the initiated Theta sisters. There is a NPC unanimous agreement that once you've been initiated into an NPC sorority, that's it for you. You can never be a member of another even if you resign, get kicked out, your chapter closes for any reason etc. That's why Theta nationals would not allow the pledges to be initiated. They knew there was a very good possibility that they'd close the chapter because the actives kept effing up. They wanted to give the new members other options if that happened. Fraternities have much more lax rules.
