Because Theta was on such severe disciplinary sanctions that it was doubtful they would survive. Their nationals prohibited them from initiating anyone because it's unfair to initiate then close the chapter and tell those new members too bad so sad no sorority for you now. It was a very compassionate thing for them to do for their new members since they'd be eligible to get a bid somewhere else.
