@honest, I'm sure you're just baiting, but I'll bite. First thing to mention, Zeta Psi and Delt are conspicuously absent from your rankings. Secondly, do you seriously think SAE is going to follow nationals orders to a tee? There will almost certainly be some form of tiered membership and they will likely retain their current position. Pretty much right about Sig Ep and KA, though. Next, even with a lettered house, I dont think AEPi would be top tier, but obviously that's just my speculation, since they had a house for a number of years. They're more or less interchangeable with Kappa Sig, depending on who you ask. Fiji is close to both Kappa Sig and AEPi, but Fiji hasn't overtaken them yet. And finally, how you can list Phi Kap as anything but the very bottom makes me think you're upset at ZBT for something. ZBT and Sig Chi are roughly the same level, though ZBT seems to be on the upswing since they're still pretty new and just got their house back, while Sig Chi seems to be stagnating.
