Depends on how many bids are available, regardless of which house. If members/pledges leave or if all bids weren't accepted during recruitment, a house may have COB. Panhel sets the number each year. Am curious why you're considering kappa. Their rep is way down and aren't considered along with ChiO and PiPhi. Every house has great girls but kkg is more problematic than any other. Advice here is look harder before you leap.
