Okay, no. "You always want to make quota, but it’s really hard to do that when the number of women going through recruitment overall is way, way down and when people drop out throughout the process." Quota has nothing to do with how many start the process, it is not set until all pnm's have signed cards after pref. So the number signing up or dropping out isn't relevant to whatever quota ends up being. The real problem here is not about making quota, it's the low numbers participating in recruitment that are resulting in lower memberships across the board.
