When a chapter makes quota, that is different from reaching total. Quota is the maximum number of women a chapter can extend bids to on Bid Day. Whereas total is the total number of women who can be in a chapter at one time. Any chapter that has not met total yet can participate in COB. ADPi, like most chapters, will be doing it.
