That's not entirely true. Sororities do COB for so many reasons like the price of their house inflated, a bucnh of girls disaffiliated, a large mc graduated, etc... HOWEVER, you only do COB after recruitment when you don't make quota. There's no other reason to do it at this time -- mostly because its too competitive.
