COB doesn't necessarily have an end date. For most sororities, if you have a good friend in it and you talk to them, they might vote on you and you would have a "coffee date" with a member and have a conversation with them (it depends on the chapter but thats generally the idea). It's kind of like a conversation you would have during rush but it's less stressful because you don't really need to have a filter (curse words, 3 b's etc; but also feel it out before you know you can talk about that stuff). Typically mid-lower tiers will do it. But it happens like the first-ish half of the semester into like mid-march. Usually its srats that didnt hit quota but it can literally be any sororities. I know that a lot of sororities did COB and snap bids even when they hit quota because so many girls dropped. But that could be unique to this year. That's all I know as someone who was a COB.
