It's not normal but it's definitely not unheard of. Smaller chapters sometimes need extra collegiate members to fill out their rooms because there are SO many PNMs. I mean gamma phi beta and AZD had no members when they were colonizing on campus and brought in members from UDel to help them. People joined those groups based on meeting members from other schools....
