I think people try to make all these tiers more complicated than it has to be. I think it's pretty simple. Top Tier: ZBT, SigEp, SigChi, SAE Upper Mid Tier: Lambda, SigNu, Beta, Pikapp Lower Mid Tier: DTD, SigPi, Theta Xi, Theta Chi Bottom Tier: Everyone else This isn't to say that houses in a certain tier are completely equal. For example Lambda is definitely better than PiKapp. But as far as parties and events with sororities go, PiKapp clearly has a lot more in common with Lambda than with SigPi or DTD.
