It's completely normal for houses to do COB! It's usually invitation only, and you usually get recommended by a girl in the house. Pretty sure Pi Phi is happy with their winter PC so they won't be taking anymore until fall. I think another house is doing COB in the spring but not totally sure. COB is different than formal/informal rush because it's invite only and not accessible to everyone.
