READ the post above you about cross cutting. And yes quota additions are a thing BUT you’re only allowed to have quota additions if your chapter total member number is under what Panhellenic sets. Total chapter number not pledge class number. As far as I know neither of those houses were allowed quota additions this year. So I don’t think she broke any rules it was just extremely unlucky for her
