No I've never heard of winter COB in any houses. I think you're referring to Spring COB. In regards to Spring COB, it depends on what you define as "mid tier". I know a one or two "upper Mid" houses did it last year, but I'm 90% sure no "upper mid" houses are doing Spring COB this year because they all have 60+ new members. However "Mid" houses like ADPi and KD frequently do it and also "lower" houses like AXO and AGD. Hope this helped!
