i personally wouldn't rush as a junior mainly because most of the sorority/frat events are mixers for freshman and sophomores and you would be in a pledge class with mainly freshmen. it's a good way to meet new people but i dont know if its worth it, especially because junior year and senior year are when people tend to drop their sorority/frat. there isnt a specific quota for each year i believe its more of whether or not you vibe with the girls
