Not exactly. A snap bid is when someone from the chapter/someone from panhellenic calls and offers a bid to a girl who the chapter wants to offer a bid to (possibly she dropped out of recruitment). Snap bids are because the chapter didn't make quota during primary bid matching, which can happen to even strong recruiting chapters because of how strictly they have to cut (based on their release figures). But most importantly, a snap bid occurs BEFORE bids are distributed. ANY other bid offered AFTER bids have been distributed is what's called a COB (Continuous Open Bid).
