It's hard to tell without having seen the chapter yet but I honestly don't think they'll be dead last, which is pretty huge for a brand new chapter. A lot of great girls dropped rush to be in Alpha Xi Delta when things didn't work out how they planned. And there's just so much respect to the girls going AXiD that they're in that sense a leg up of a few other chapters. They certainly won't start out middle or top tier but I think it looks promising for a brand new chapter.
