Snap bids are when a chapter doesn't bid match to quota and houses call girls in the middle of the night to offer then bids. Anyone who did get a snap bid was at bid day. Chapters cannot snap bid after bids have been opened. I think what you are referring to is COB (continuous open bidding). This is what chapters who are below total can do to add members outside formal rush. If OP is interested in COB, she should contact the Panhellenic advisor in the Greek Life office to let them know she is interested if any chapters are doing COB.
