I’m not Panhellenic, but you really put yourself in a tough spot since you’re already a Junior and barely have a 3.0 GPA. New members often have 3.4+ GPA and the ones that can get away with a 3.0 are actives, but even for them it’s going to be a red flag. Why rush so late? I know some people rush late and focused on getting their GPAs as high as possible and do extracurricular activities. What makes you positively stand out when you rush this Fall? There are also service sororities and other types of sororities that are less selective (or not at all) that you should look into. They offer great sisterhood as well.
