what makes a top tier is subjective - even on return rates - there are 2 chapters that are considered "bottom tier" on greek rank that got the majority of the girls they wanted - remember pmns - you don't get to choose - the sorority makes the decision first on who they will keep so its interesting how the rush week plays out.
