Wrong. Kappa took a few snaps in pc15 but zero in pc16. Tri Delt most definitely took snap bids pc16, as did Pi Phi. Snaps happen when houses get too confident and cut good girls because they assume they will get all their top girls, then the top girls end up going elsewhere.
