Cal Phi, Pike, and TKE all pledge the hardest and as a result, all the brothers are really close. They probably have the strongest overall brotherhood. However, this isn't for everyone, as those three frats also have the most kids drop each year. The important thing is that you find a group of guys who you like and can see yourself spending your college experience with. As long as you do that, you'll at least make a few good friends in your frat even if you're not super close with every single member.
