People say that about Chi O because 4 years ago, ADPi was clearly better than Chi O. Now, it's the reverse - Chi O is clearly better than ADPi. Also, last year they got a better PC than SK. Chi O is top 5 because the ones directly behind them (ADPi, KD, possibly AEPhi depending on preference) clearly are not on their level so they don't have much competition. It's not unreasonable to say Chi O is a strong chapter.
