Chi o's not on the rise, they're still middle tier. Tbh they're still tied with adpi imo- chi O is way more social, but their sisterhood is weak. Adpi doesn't party nearly as much as other houses but their sisterhood is usually good bc they're similar. Chi O's a decent house, but they have no sisterhood because they're such a mixed bag of people. Diversity is good & it's certainly a strength chi o has more than other chapters, but people end up not wanting to join chi o or regret joining once recruitment's over & they see the sisters aren't close at all. Some can be, but as a house overall their sisterhood needs a lot of work. They do party a lot so that can be good for some people, but at the end of the day most girls just want a house they feel at home with- there are def chi o's that love being chi o, but they do seem to be outnumbered by those who wished they joined a different house.
