Wouldn't go that far. ADPi did do well but that doesn't make up for the whole sorority, let alone pass Kappa. If we're ranking the new PCs you could argue that ADPi might have won over Kappa but as a whole the rankings more go like this: KD Kappa Theta ADPi Chi O Pi Phi ADPi would need another good PC like the one they got this year in order to pass Theta. Likewise, Kappa would need another average PC or two to fall from the top.
