I am also from the South and I am in my legacy house at USC. It's an upper tier house and my legacy status alone was not what got me in. You also need to look very put together during rush, carry yourself well, be a good conversationalist, have a solid resume, have recommendation letters, and is possible have connections with actives beforehand. Tri Delt and ADPi might be easier, because they are less selective than Kappa. (Still both excellent houses though.) At many chapters, being a legacy gives you a courtesy invite back to the second round, and you are put on their first bid list if you make it to pref. Between those rounds, it's on you to show the house that you would be a good fit for them. Finally, being out of state won't affect your chances. USC is very different from most Southern schools where a big value is placed on in-state girls. There are girls from all over in all sororities. Sure, some sororities might have a large amount of California girls or Texas girls, but overall what state you're from is not going to hurt you.
