If you made it to preference and didn't join the first time they're not going to take a risk on you a year later when now they can only get three years of dues instead of four. Sorry :( What influenced you to make the choice you did at preference? Also just because you didn't choose them doesn't mean they picked you... Could be you were on their bid list but there's no guarantees.
