You should know that most sororities have only so many incoming spaces to fill for a pledge class-- around 60 for most of the houses. So even though Juniors don't count against their 60 quota, houses will always prefer Freshmen, first and foremost, and then sophomores. Some houses don't even take many sophomores. The reason for this is they ideally want members for 4 years, who will likely live in the house for at least one year or more and be active for 4 years. When a house accepts a PNM, they are making a bit of an investment, too, in that that person is taking up a "spot" in their org. With Junior pledges, the girl isn't going to live in the house the first year and is unlikely to want to live in the house as a Senior.
