after this year would definitely agree that a theta/pi phi/alpha phi ranking is true. they will most likely have a bad rush next year too unless some miracle happens, and then they will cement their drop in the rankings. i would even say pi phi is above alpha phi. just because in general most fraternities like pi phis better and would want to mix with them over alpha phi.
