If you answer that question, houses will see the answer. You actually have the option of leaving it blank as well. Some things to consider: If you are interested in your legacy house, answering will let them know that you are a legacy. It used to be that, for most houses, being a legacy gave you a leg up in the process. You get noticed more by your legacy house, and usually got a pass to at least the second round. Also, if you made it to Pref, you were guaranteed a bid. In recent years, several National orgs have dropped the legacy rules though to make greek life more accessible to people without legacy status. However, I think it's just natural for a house to pay more attention to a legacy than not, regardless of their National rules, so listing will get that house's attention. Plus, being a legacy anywhere shows that you have some knowledge of the greek system and what to expect. Another thing to consider is that most sororities have some kind of internal form that allows your legacy connection to contact the house to introduce you and their relationship to you. Skipping the question and doing this allows your legacy house to know you are a legacy without the other houses knowing. Your legacy connection could check with their Nationals to see if that is an option. The good news is that we aren't a huge SEC type greek system. If a house likes you, they are unlikely to drop you just because you're a legacy to another house. Girls here go out on their own often and we all know that. As for your last question, houses want girls who will be around to pay dues longer so freshman are more attractive to them. That said, very few girls get dropped completely from recruitment regardless of their class status. If you have an open mind, you will definitely find a home. Good Luck!
