You don't seem to understand what is a simple plan. The middle and lower tier houses will sell (not give away) their properties to the adjacent top tier houses. The funds paid will be sufficient for the purchase of land and construction of new facilities on the new row. Spreading the row out will make thing much safer and more convenient for all. With new facilities, the middle and lower tier houses will likely attract new members and may rise into the next tier which benefits all!
