It cannot be someone who signed the agreement. That states you may not rush again until the next primary rush recruitment And I think it has to be someone who registered as a PNM by the due date. So it's someone who dropped and who DG wanted or they are under quota and COB. I know this becaise I dropped and could not rush again until formal of the next year. Though there is a box that says I decline to Sign at the time. I just thought you had to at USC after preference night
