OK, so keep in mind that the chapters COBing are typically under quota for their home, so it's only a few and are probably going to be the ones you had on Involvement, whereas Fall is everybody. The vast majority of girls that are cut are not cut because we're sitting in a room saying "oh we hate this girl, she's the worst, never invite her back"...in fact, many sororities don't even discuss you AT ALL, they just score on different criteria, give their individual numbers to the appointed person, and it all gets input behind the scenes. And the ones that do have to do so in like two words because there hundreds and hundreds of girls to get through. So it's not necessarily that you didn't connect, it's that others outscored you. Every house is different, but things that girls are typically scored on are involvement that could help them later on (if chapters want song girls, they'll target dancers and cheerleaders; if their GPA is bad, high GPAs, etc), social skills (being cute, bubbly, quick to connect beyond "what's your major" questions), PRESENTATION (this is huge, fitness, style, good hair and makeup, most sororities legitimately have points they can assign for this although it's worded vaguely). Letters of rec and cute and fun social media accounts can get you on the radar ahead of time. Get your fitness and style to the absolute best it can be, start small talk with five strangers every day, get involved on campus immediately in activities they'd want.
