It is because of panhel being fixated on increasing total and trying to place everyone in a sorority just because they participated in formal recruitment that the quality of girls is decreasing across the board. I agree that panhel should screen girls before they are allowed to participate in recruitment. Sorry but sororities aren't for everyone.
